Did you put an old SSD with windows into a new PC? If that's the case then i pressed yes while doing the same and it worked

 What did you do or change, is an OS installed or not already, which one if so, or is this a new build...?

it is a new ssd

new build no os no changes

Press Y then, first time you put a CPU on a mobo the TPM needs to be initialized.
