Computer wouldnt shutdown, now not starting up.

I turned off my computer but it wouldnt shutdown. It was stuck on the windows screen where it says "shutting down" and the circle just turned endlessly. After about 3hrs I turned it off by holding the power button. It was working normally before. This morning I went to turn it on and its stuck on a black screen with the number 92 in the bottom right corner. Specs:

Cpu: Intel Core I5-4400

Motherboard: MSI Z87-G41

Ram: 4gb Corsair Vengeance

Graphics Card: Evga 750ti

HDD: 2x 500Gb Hard Drives

Case: Zalman Z3 Plus

Power Supply: 500w Evga

OS: Windows 7

Im guessing it might be an os or motherboard problem.

Does it get past the splash screen? (The screen where it would say something like "MSI")
