Vertically mounting a GPU will usually reduce cooling efficiency to some degree. How much depends greatly on the case used and how air flow is managed in that case.  However, it rarely affects performance to any degree that you'd notice in day to day usage.

I'm planning to get a mid range build with a powercolor 7900 XT hellhound and as I like good aesthetics in a pc I'm planning to get a vertical GPU mount as the RGB fans are on the bottom but I'm worried about how it would effect air flow

what case?
