I was going to order the ZOTAC 4070 Super and while I was doing some research I think I have come to a roadblock. 

I have the CX650 Non-Modular 80 Plus Bronze Power Supply , Upon looking at the 4070 Super I noticed how it had a 16-Pin PCIe to a 12-Pin PCIe dongle. I know Daisy-Chaining is not recommended but the PSU I have only has the one cable which has 2 2+6 PCIe Connectors on the end. Would this be an issue? Or would it be better to just upgrade the PSU at that point. I don't want to unless I have too

The 4070 Super is a low wattage card  ( 220w ) so daisychaining should be alright even with the CX650.

I'v been daisychaining for years even with lower tier PSU's without any issues.

The GPU will come with a 2x8pin to 12/16 pin adapter as you say.

What is the wattage of the card you're using? Is it about 220w or is it much lower. As it stands I am using the 3060 from ZOTAC but that only requires one 8 Pin PCIe so the other daisy-chain isn't being uses

About 220w at full gaming load, I have the founders edition

I daisychained my 980 Ti back in the day with a Corsair CX650, the 980 Ti is a 250w card and I overclocked it.

I also daisychained my 2080 Super ( 250w ) with the same PSU for a while before upgrading the PSU. No issues.

 

The 3060 is a 170w card so not that far off a 220w 4070 Super.

One 6+2 / 8pin PCIE cable is rated for 150w but the card can draw 75w from the PCIE slot in the motherboard.

 

You are no where near maxing out the PSU or daisychain cables with your 4070 Super.

Would the cable essentially be a dual cable or would it be recognized as one cable? Just asking cause I am curious. I did know that it would draw Mobo Power before PSU Power

This is in reference to a PSU that has only one PCIe Power Cable and has the Dual 2+6 Ends. I would assume it would all be on one single rail rather than separate rails as if you were using 2 lone cables
