Are all of your drivers up to date? Manually installed from the manufacturer webpage for the board? If you relied on Windows Updater to get the drivers they're likely wrong or out of date.

I'd also check the cable. Optical audio cables can be fairly fragile, if it's an older cable or a lesser quality one, it's likely it could be a bad cable. I'm sure if you had an audio tech come out though they probably checked that. If they didn't...

It could also be the device you're connecting to the computer. What kind of device are you trying to connect?

If it's not the cable or the drivers it's possible you would need to replace the board or get a sound card. I'd exhaust the other options first.

You need to give us actual information to work with.

What is your optical audio source (output)? Computer motherboard? External sound card? DVD player?

What is receiving the optical audio (input)? Home theater receiver? External sound card? Powered speakers?

If you find that you need a different source of output, the sysbasonic sd-dac is excellent and affordable.  It's on par or slightly better than high end onboard audio and it has a spdif output.  Not saying that's what you should do, but the information is there depending on your conclusion.

Audio go Brrrrrr
