Games, programs or workloads that it will be used for: gaming and application development 

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): 

 

Will be a system used for some gaming. 

But mainly application development which can use GPU. 

Resolution needs to be 4k as the application is based on that. 

 

I'm mainly looking for advice on motherboard, cpu and memory. 

 

Gpu can be various. Can be a Quadro rtx or a gaming rtx. 

 

Was thinking about going Ryzen 9 over Intel. Just not sure if Ryzen 9 7950x3d or something else. 

I want to have the cores. I used to test on Intel i9 14900k's. 

But want to go AMD due to intel being a problematic. 

And I'll admit i am/was a Intel fanboy.

16 core Ryzen's pretty good, even the non-x3D version, the x3D can get slightly tricky to run, but for experienced PC users just more settings/BIOS tweaking

Without a budget this is a pointless request.

If application development is primary use don't bother with X3D CPU. You'll give up a few FPS in action games but reap much better performance in productivity work.

Consider current generation, 9700X, 9900X or 9950X.

80+ ratings certify electrical efficiency. Not quality.
