Monitor recommendation

Hello everyone. 

 

I'm looking to buy a new monitor soon, preferably an IPS one.

Screen size would be 21.5-22" at 1080p and I will mostly use it for browsing, some programming and gaming.

I don't really want to spent more than 160€ (I live in Belgium).

I've been looking at this already https://www.alternate.be/Dell/P2214H/html/product/1099255?tk=7&lk=6315 but I'm not sure since the response time seems quite high (8ms) when comparing it to others. Or doesn't it make that much of a difference? I'm fairly new at these kind of things.
