Desktop Crashing

My friend's PC is just crashing with no BSOD. The CPU fans run at full speed, the debug light is on, there is no boot sequence, and it randomly shuts off if it does boot. The temperatures are normal. The specs are listed below. Any help would be greatly appreciated, and I will do my best to answer any questions you may have.

 

CPU: AMD Ryzen 5 7600x

GPU:  2070 Super

Mobo: Gigabyte B650 Eagle AX

PSU:  Corsair RM850e 80 Plus Gold

Ram: Corsair Vengeance DDr5 6000

check every connection that you can think to. Especially reseating the ram.

Then maybe check bios version, if its really old update it.
