As for your question. No, an internet connection has no affect on if your computer stops working after a power surge. Like said in your original post regarding this issue, your Power Supply is likely the culprit.

Your power supply probably didn't survive the surge, unfortunately. Does your PC do anything at all when you plug it in and press the button?

Though, to add some hope, just because PSU doesn't survive surge, doesn't mean all the other components get taken out with it..

 

If the PSU isn't complete garbage, it likely protected the further components, and hopefully... the only one that died was just the PSU and nothing else.
