Budget (including currency): $3500 CAD

Country: Canada

Games, programs or workloads that it will be used for: They want to run the latest games and high detail at good frame rate. They also want to be able to stream as well.

Other details: PCPartPicker List, 2 monitors 1440 144fps

Building a new system for my brother. They want this system to be future proof for at least the next 2-3 years possibly so they wanted to be generous with the GPU and CPU. They already have the peripherals and monitors for their setup. Open to feedback. Thanks!

Decent system.

Overkill PSU, A solid 850w would be plenty, can save a bit there.

The Ryzen 9800X3D launches on November 7th so have a look at the performance and price.

We should get reviews of the 9800X3D today or tomorrow.

NH-D15 is also very expensive.

I'm basically repeating Hinjima.
PSU's overkill, unless you cut some costs and manage to get a 4080S.(Still overkill, I'd honestly go with something like a 850w unit)
Also, yeah I would not spend that much money on a 7800x3d, wait for the 9800x3d, buy that instead, or buy a used 7800x3d for big savings.
Otherwise, honestly even a 7700x should be plenty, but since it's for streaming I'm reccomend something like a 7900/x(if you buy the X variant, make sure you get a 360mm AIO, an air cooler might not be enough, especially on long workloads. Should be fine for gaming tho.) to compensate for, I'm assuming, OBS recording.
And then spend more cash on your GPU.
Also, what's with the storage? Why two seperate drives? 1tb for system files and apps is a bit too much...

Anyway, here's an edited version of your list.

GPU is a 4080S now, and while it's only an 850w PSU unit, you would still be able to slap a 4090 if you wanted to. 5090 though? Probably no. But I somehow doubt you'll need more than a 4080S for anything less than 4k gaming.
Also I kept your storage as it was, but uh, I'm like 99% certain without looking up the motherboard spec sheet you can slap gen 5 nvme drives in it if you'd want/like.
