when using a m.2 to pcie adapter for external gpu, does the gpu itself need a power connector or can a lower power gpu be used like a rx6400?

what gpu are you using? It really depends on what GPU you have. since your running it off a m.2 I'd thing you wouldn't be able to draw enough power from the pcie lane even if your using a GTX 1650 without power connectors. If you GPU has power connectors there is a almost 100 percent chance that it wont work with only power from a PCIe m.2 lanes.

The gpu itself wouldn't need a power connector if its a lp card, but the pcie slot on the external gpu deck would need one, so a psu would be needed regardless, if I remember correctly.

Yes it definitely will

The m2 slot can only provide enough power for things like SSD and network, WiFi/Bluetooth cards

Yes you absolutely need a power connector.

A M.2 slot will provide very very little power, whereas a x8 or x16 PCIE Slot can provide up to 75W of power.
