Second CPU not reporting in Windows

I have come across a Dell Precision T7500 and after some trial and many an error I finally have it running Windows 10 but Windows is only reporting that the PC has a single processor but the bios is showing both processors correctly. I have tried updating the bios and the chipset but no dice. I have tried to resocket both processors and all the ram but nothing seems to work. Dell supportassist refuses to try and scan for drivers because it says the PC in incompatible with windows 10. Any and all help would be greatly appreciated.
