Issues turning on PC.

Recently, my PC does not want to turn on. I click the power button, everything flashes on, then back off immediately, and it just keeps doing that without pressing the power button on my case for some time and then it just stops. After a long time of doing this it'll sometimes just power on no trouble... and it's so infuriating. Sometimes I'll flip off the PSU and it will still flash on for a split second. My motherboard is set to power on as soon as it receives power (when power is disconnected and reconnected, it turns on automatically), and it isn't doing that either. Idk what to do and it'll do this power cycle thing for more time every attempt at turning on my pc. What should I check for?
