High CPU usage on the last Thread while fullscreen

Short update for anyone who encounters the same problem. I analyzed all my tasks in procmon and saw many Tasks of my AV norton. It was its so called "Game Optimizer" which actually screwed everything up.

I experience a weird problem. When I am entering fullscreen my last Thread runs into 100% usage and my whole system starts to lag. When this happends I am having massive input lag on my keyboard. 

The really weird point here is, that I build a new PC beacuse my old one had the exact same problem. So it shouldn't be any hardware related problem. The system is completely new. CPU, GPU, Memory, Storage. So I believe it should be a software or a peripheral related problem. Furthermore I am not able to determine a task which is using the whole core. Right now I think its a driver problem, probably with my mouse. The weird point is that this problem only occurs while entering fullscreen on my main screen. 

 

I tried almost everything to fix this so I would be very gratefull for any idea or help.

Did you fresh install Windows on the new system? If it's a fresh install it's likely not software, unless there's some sort of program you're downloading to the computer that has to do with your monitor or resolution after the install of Windows. It is more likely a bad display or display cable, as I don't see how a mouse could cause that. Pretty simple test to see if its a USB device like a mouse. Put it into full screen and then unplug your USB devices if it continues to have the issue it's something else.

Yeah I did a fresh install of windows. My monitor is new too and only my second screen is my old main screen. Even the second screen got a new DP cable. I tried to unplug both, my keyboard and my mouse without any difference.

Are you installing any non standard programs on the computer? Or anything that is related to resolution or display? Software that would have been on your old PC and that you have installed on the new one? Have you tried it without the second screen plugged in at all even though it has a new cable, the display itself could be having an issue.

I am using GeForce Experience on this computer as I did on the old one.

Tried it with the second screen unplugged with the same result. Its just completely odd.
