This is what happens when I turn on my pc. I just bought an EVGA 2080 for another build that I am doing. The pc turns on and the graphics card lights up and starts spinning, but then the bios and windows load with this artifacting. The graphics card fans then stop spinning, but stay lit up. Neither task manager nor device manager recognize that I have a GPU installed. The GPU is hot to the touch after the system is shut down even though it was not running. I took apart the gpu and gave it a thorough cleaning and repasted it just in case maybe it was overheating.

I used a 3060ti in this machine before AND after this happened and the 3060ti works fine. The latest drivers are installed and I even tried downloading 2080 specific drivers. I have a 600w power supply that I believe should be more than enough for this card so I'm not sure it would be related to that. Is my GPU just fried? Is there anything that I can try to salvage this card or should I just sell it for parts.

Looks like the problem is on the RTX 2080.

It could be the HDMI / DP port you are using on the back of it...or possibly a physical fault on the graphics card itself (e.g. GPU or VRM is dying).
