Other details I'm building a friends 1st PC for him and is wanting to play moded GTA V. Is a 3060 with a Ryzen 5 5500 a good way to get him started?

Not really.  You can squeeze a bit more performance out of $800...  The 5500 is a weak CPU, the 5600 is the minimum I would ld recommend these days.  The 6750XT beats the shit out of the 3060, and even the 3070.

theres also the option of not buying a used gpu and sticking with the igpu till theres enough cash for a 7800xt 4070 or equivalent new

heres a viable am4 build at this budget, simply no reason to go am4 if you cant get a good used gpu, upgrade path is non existent so youll have to swap out the platform if you ever want to cpu upgrade

Would pick 5600 over 5600X except 5600X is cheaper right now, but $1 so may as well, both include Wraith Stealth Cooler.

There are cheaper 7700XTs, If you can stretch to a 7800XT they're another $70 ($470), otherwise a 4070 but it's only 12GB of Vram, and they're more expensive than a 7800XT and have worse rasterisation performance.

The case is a little ripper, 3 fans, small size but this will fit it.

Thanks, you're right after I went to CM's website it only talks about 1 pre-installed fan, so that changes me recommending it, I'd have to have another look.

 

Amazon said it had 3 so left it at that, that's how I read it anyway "Fan Count 3", would be epic value if it had 3, a shame it doesn't, still a fine little case.

Yeah I think re-doing this build now I'd switch to the Fractal Design Focus 2, according to their website even the non-RGB one comes with 2 140mm fans, which should be plenty. Found $50 cheaper 7700XT too.
