I think the main issue that might hold back performance will be the cooler.

 

Have you considered getting a slightly larger case that can accommodate a bigger cooler or even an AIO.

 

I love mini ITX builds and have 1 in a Thermaltake Tower 100 and another in an old Corsair 250D both of which have custom loops.

 

Before finishing my current Tower 100 build, I did manage to fit a full fat Noctua NHD15 in it. It wasn't pretty but it squeezed in.

 

The Fractal Terra Mini is a considerably smaller case than the T100 so if you're set on that kinda size then maybe you're stuck with low profile coolers but I would be mindful of how well your gonna cool the CPU.

I'd suggest a less expensive but better CPU cooler. Savings are also possible using a good and less expensive PSU.
