Are you going to order on Amazon and ship parts directly to another country?

 

Some may not be available to do so, depending on the seller.   My gf has issues trying to buy here and drop ship to Khazakstan for example.

I would suggest just saying what country you're actually buying from. Also overseas Amazon can get a lot more expensive thanks to shipping.(Trying to get a Pico 4 for what it's actually worth was a pain in the butt.)

Since you asked for 1440p, that's kind of what i went with. 2500 USD could honestly get you to 4k if you wanted to.

I've included one of the best monitors you could get, but honestly, I would suggest going to your local shop that sells monitors and just look at what you like most. It's like picking perfume for someone, you can't tell if they like it or not until they've smelled it, no matter how expensive it is. I suggest looking for atleast an OLED monitor, then just see what kind of things you'd like: curved, wide, bigger or smaller.
 

Oh and let me know if you'd like me to pick a system and a monitor for 4k. I think it's very much possible.

I just plan to play Counter-Strike mostly so the refresh rate is the highest impact. And /wow/ did the monitor take a big chunk of the budget, is that sort of the best PC that budget can buy? I guess I should've said, 'oh yeah some future proofing'd be nice.' or I guess just yearn for a good CPU/GPU combo... not too familiar with PCs.

If you plan on playing JUST cs, then this would be overkill, totally agreed. You did say VR aswell, so i decided to go up quite a notch.
Your budget is basically close to a 4k AAA gaming experience. And yes, OLED's are pretty expensive, but they're also, for now, the highest tech of monitors out there in the consumer area.
I'd suggest lowering your budget to like, atleast 2000$, that would also include an amazing OLED monitor, so around 1500$ would be just for the pc itself.

Also just a little lesson in refresh rates:
Let's say you have a monitor that has 120hz refresh rate.
On your usual internet browsing, you will be able to see the smoothness between a 60 and 120hz display, I suggest looking at some videos showing the difference. As a lot of people say, once you switch to a panel higher than 60hz, you can't look back since it will look too choppy.
When you are gaming however, your monitor's refresh rate is basically limited to your fps.
If you frame cap a game at 60fps, you basically get 60hz refresh rate. If you frame cap it to, let's say, 240fps with a 240hz monitor, and you actually reach those frames, you can feel that smoothness over in the game. CSGO is not that highly demanding than a AAA game. 
There's also the whole ordeal of 1% lows, which is basically the lowest frames you get when something very intense happens.
If you honestly want just, 240fps lows on ultra settings, get a 4080/7900xtx with a 1440p monitor, or a 4070/7900xt with a 1080p monitor.
Or get one of them new dual-mode monitors which cost a crapton, it's honestly your choice.
