Does upping globel scale add blur to the screen?

do you mean the display scale thing in windows settings?

 

no but yes - if all applications you use support this feature, all it does is tell the applications to run everything that % size. so for example with scaling 200%, it essentially renders font size 15 as font size 30.

 

where this breaks down is if applications dont support it, the failover mode is to just stretch things out, or some applications support it partially so you have a propper size UI box, with half size icons in it.
