Low FPS (low gpu/cpu usage)

Hi, I recently built my pc and I've noticed I've been getting poor fps in games such as Fortnite. I only get about 150 at dx11 and it doesn't seem to matter much at what settings i put it on, from max 100% 3d resolution to 50% is roughly the same. I've tried dx12 but its the same too. Also, the cpu and gpu usage stays at around 50-70% pretty much all the time, what can I do to fix this? Specs are:

7900XT

12600KF

32GB DDR4 3200mhz

240hz 1080p monitor
