A620 doesnt support OC much, B650 chipset is better,

 

specifically starting with Pro RS if you plan to upgrade your CPU down the line,

2x16GB is better for several reasons, one of them being DDR5 less stable on 4 sticks

 

and a speed rule of thumb, going as close to 6000MT and 30CL as possible

unless you gravely need Nvidia, AMD GPU can lift the budget a bit

If you really wanna save on RTX 4060 Ti and similar AMD, you can get away with lower power PSU, but keeping quality is important

Corsair case comes with fans "low-end" parts dont need that much airflow

1440p taxes bit more on VRAM, if you care about high graphics and brand new games that can be more demanding and tank more VRAM potentially, 8GB on the 4060 Ti won't cut it, and the 16GB version is overpriced
