Hey guys hope everyone I doing well. 
This morning I was playing valorant when my pc just get a Black screen for 2 sec and then everything becomes normal few rounds in game the black screen problem came back and started happening after every 10 sec or so 2 sec black out then normal then I saw that jittery few pixel lines on screen after existing the game I ran msi kombasture gpu was stable(it's not ovrclocked)but  temps were around 88*c then I open the pc and saw one of the fan spinning a little slow not too slow but you can tell from watching the other fan so is my gpu toasted or I can fix it?

About gpu first did you change the thermal paste ? Hot memory and gpu can act funny.

Try windows memory diagnostic (its built in windows !). See if it gives and issue. Bad ram can run your pc but can give bad video output.

Fans most of the time doesn't reach full speed even if they are too hot. Most of the time that because they become to noisy and it drops life-span of fan by alot.

Shut down your pc. And put your finger on gpu fan (dont push it or you break it !). Spin each fan slowly. See if you feel any resistence on any of the fan.

If you feel resistence on "slow" fan you mentioned then its pretty much dying or need good ol' oling.

Download HWinfo64 and keep open while playing valorant again until it starts to black screen. Open HWinfo64 in sensors only (promt at program launch). Then you can check max temps on the GPU. 88C is pretty high for a 1660 super. Max temp is 93C according to nvidia. Might be time for a repaste. If the fan is working and is not making weird noises, chances are that they are individually controlled. This is fairly normal on modern cards, as one fan will start to spin up, before the other, to reduce fan noise. Like shown here:
