CPU block performance seems... Off?

Hey all, so I've been noticing that my cooling for my CPU seems a bit off.  Like I'm not getting what I feel should be expected from my system, as my CPU is constantly at a 40c package, even directly from startup.

Currently running a Ryzen 5 7600X on an EKWB Quantum Velocity², with my GPU (Powercolor 6950XT) also on an EK block.

Order goes like this; Pump > 360 Rad > CPU > 360 Rad > GPU > Res.

Fans are - Side panel rad (CPU feed) = Pull, Top rad (GPU)= Push, 120mm Exhaust, 2x 120mm Bottom Intake, in a Hyte Y70 Touch.

I've tried new paste, and I've tried re-re-re-mounting the CPU block (which has a hard stop set by EK).  I've made sure I'm connected correctly to the inlet / outlet for the CPU block as well.

Everything else works great.  GPU stays around 33c average, maybe spikes to 40c under some extended load, but that's rare.  Even with all panels off, temps only go down maybe 1c.  Is this normal for the Quantum Velocity² blocks, or is something else up?  Any suggestions, advice, or slaps upside the head for missing something stupid and obvious are welcome.

OH, and I've tested both with / without Fan Controller.  Increasing fan speed helps a little, but it seems like around 30%-50% speed is my max that I see changes, even when I set it to 100% for an hour, there's no change.  Again, even with panels off.  Below 30% I see drastic temp increase, and above 50% I don't see any change to the CPU.  GPU acts like you'd expect with more/less fan curve.

Dont worry about it, if you arent overclocking like crazy or thermal throttling (god I hope no with a ryzen 5 and 2 360 rads), it doesn't matter

 

LEAVE IT ALONE, you have a better shot of breaking the thing before you "fix" a nonexistent issue

Sounds like completely normal CPU temps, especially assuming it's summer where you live and ambient temps are likely fairly warm

What mobo and software for it are you using?

I've been using computers since around 1978, started learning programming in 1980 on Apple IIs, started learning about hardware in 1990, ran a BBS from 1990-95, built my first Windows PC around 2000, taught myself malware removal starting in 2005 (also learned on Bleeping Computer), learned web dev starting in 2017, and I think I can fill a thimble with all that knowledge. 😉 I'm not an expert, which is why I keep investigating the answers that others give to try and improve my knowledge, so feel free to double-check the advice I give.

this is the GPU part? and it has the name of a cpu block? hmm

 

and u have not told us CPU temps 🤔

What are you expecting? 40C is pretty solid. What is the room temp?
