A new computer for a student

Why that CPU? 7600 for budget and most tasks, 7800X3D for games. 7700X is awfully specific.

$90 for an AIO is too much. Get a normal $30 fan.

Slowest RAM in the world. Get the minimum as @Why_Me and @Hinjima already mentioned.

$330 for a motherboard is also too much. A decent one starts at $150.

SSD is good.

$350+ for a 3060 is a pretty bad deal. Something newer, faster and better has to be out there for a similar price like a 7700XT.

Case is fairly priced.

You have no need for a $300 PSU. Get something normal like a 750W Gold+ that should be $80-100.

Games, programs or workloads that it will be used for: Streaming, usually playing low system requirement games, Graphic Programs(Photoshop, Adobe Illustrator etc.)

Since the vacation started i'm collecting money for a new pc. 

Some time ago I made a parts list for a new pc, but the price came out too expensive. I was thinking about a more accurate budget so I concluded that I would not want to exceed six thousand Polish zloty. So please help me, do you have a ready-made parts list or maybe you would change something in the one I have given below. I was considering a build with an intel processor, but the specifications of this amd processor seem good to me. As for the case and cooling of the computer, I would like to buy it later, so for now it does not matter, the most important thing is that the motherboard has to have two PCIe x1 for a sound card/network adapter.
By the way, I don't like illuminated parts so rgb components are out.

Good list.   You can easily get away with a cheaper motherboard and PSU..  This rig will do just fine with a decent 650w PSU.

Change the RAM to 2x16 6000Mhz CL30.

If you get the 7700 non-X, it includes a usable cooler, or you could buy a peerless assassin or phantom spirit. $120 on an AIO is not necessary for these CPUs.

 

A 1000 watt titanium PSU is mega overkill for that PC.

 

With the money saved from changing the above I'd upgrade the graphics to a 4070 Super, or the CPU to a 7800X3D.

Poland has the 7500F (tray) for dirt cheap. Apparently only the Germans, Poles, Latvians and Lithuanians are allowed that cpu. Everyone else has to backdoor it through China.

Those are for pre-builts only and anyone selling only the cpu is most likely breaking a contract.

Not if you're German, Polish, Latvian or Lithuanian. For some reason those countries get special privilege.

You assume they have a special privilege. Would love to see how many shops actually sell only the cpu and how many require you to buy most of the pc.

I have a friend in Vilnius. He took a bus to the shop and walked out of the shop minutes later with a 7500F. If I wanted that cpu I would have to wait 2 - 3 weeks while dealing with the likes of Alibaba ... which is equivalent to rolling dice.
