I'm doing a favor for a friend who just wants a basic PC at home (they already have an iPad to take around), and has an upper budget of 750AUD. I spent some time making a basic parts list and have some questions (I have more experience in making gaming PC's):
1) My friend wants video conferencing, what would a good webcam be?
2) I don't know much about budget monitors, what would be a good one that could fit into my budget (so around 100-150AUD)?

3) Are there any other improvements that could be made to the build (either better value or changing parts that are under/overkill for use case)?

depends, some specs could come in handy, if they are in a well lit room a monitor capable of high brightness could be more ideal, if that's the case

 

though budget wise seems like for a decent starter monitor 100-150AUD is enough, you could ask in Displays about potential good monitors in your price range
