There is no real best browser. Same as on Windows, it's all personal preference for which is best for you. Most Linux users just use Firefox, partly out of preference be it for FOSS support/hating Google or genuinely liking the UI, partly because it's the default on almost every distro. 

 

Use what you like, or feel free to try a few different ones if you just want to experiment. 

It hardly matters what OS or DE you use. I always use Firefox on everything.

I want move to Linux asking to move html file  bookmarks from Windows to Linux

The same browsers that are available on Windows: Firefox, Chrome, or any of the various browsers that are just Firefox or Chrome's layout engine with different window dressing.

 

IceCat is just Firefox without the branding.

SeaMonkey is just Firefox with the old school Mozilla Application Suite UI.
