Budget ($300-$400): 

Country: USA 

Games, programs or workloads that it will be used for: 

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): Will be used for accounting work and games like Dirt rally 2.0 and BeamNG drive. Have mouse and keyboard. 
 

I have been out of the PC world for a little while so I don’t know the best values anymore. I am about to get a free 560ti and I am looking to assemble a PC with it. I don’t mind getting used parts from places like marketplace. What can I put together that has a good path for upgrades and compatibility for the future? I know the 560ti is old but in the future it will be replaced with something much better.

Do you still have the computer in your signature? If so, don't even bother with putting the 560ti into a $300 to $400 computer. Wouldn't be worth it, the 560Ti isn't supported anymore and $300 to $400 isn't really going to get you anything that's super upgradable. You could get like a 10th or 11th Gen i5/i7 Dell Optiplex or HP Prodesk or something, but there isn't a whole lot of room in the budget for much else.

I do still have it but I was going to build this one for my friend. I knew the 560ti was old but I didn’t think it was that old. Have things got cheaper or more expensive?

too old, for your price, I think the best option is to pick up an used OEM prebuild, slap in a new PSU, add some RAM, SSD, and a used 1080 or something of that sort.

The absolute oldest I would go for a used GPU is 10 series. So a 1080 or 1080Ti. Anything less is a waste of money.
