Computer freezes when rebooting

So i've had this issue since i built my pc, everything works fine and i have no problems except for this one, everytime i restart my pc (not turning on and off) my screen freezes at the motherboard logo and bios acces instructions and it doesn't go further than that, i can't access bios when this happens and it's like the screen is just completely frozen. I found a small work around it though, by turning my pc off after it freezes from a restart, i unplug any USB peripherals from the back IO and then turn it on again, i have no idea why but after doing this the computer can turn on fine, i have to mention that if i restart it, it freezes, i turn it off without unplugging anything it will stay frozen even after i turn it on again, i tried updating all drivers, updating my bios and tweaking with some booting options but i couldn't fix that issue, and to be fair having to uplug ,turn off and on my pc each time i reboot it is getting frustrating. Is there any solutions?

Ryzen 9 5900X

RTX 3080

16GB 3600MHz RAM (2x8GB)

ASUS ROG STRIX X570-E GAMING WIFI II

M.2  KINGSTON SA1000M8 240G

HDD TOSHIBA DTO1ACA300

Dark Power Pro 11 850W 80+ Platinum be quiet!

Corsair AIO H100X

 

I got my storage from my computer before this one and i count on changing it soon but also to see if it has anything to do with that.

Looks like some short in USB wiring or connectors, either there's something badly plugged or else motherboard is faulty

If there is a USB short is it in any particular usb connection or something more general?, since i can just unplug any usb peripheral from anywhere in the back IO and it would turn on fine after that.

Indeed, then it should be a fault on the board

Alright, thanks for shedding some light on the problem! I'll see what i can do with this motherboard situation but for now i'll have to wait to fix it i guess.
