So beginning of last year I built a new computer. Ran perfect for a few months then one day when I went to power it up it wouldn’t boot. I unplugged the psu and waited for all the lights to go off inside the case. Once they did I plugged it back in and booted it up. Works perfectly after this but nearly every time I shut it down I have to do this process to boot it up. I’m extremely busy and barely home so I haven’t had much time to really work on the problem. I’ve done some research as to what the issue could be. Many say it’s relative to the 5v rail holding a charge and unplugging the psu discharges it. They said it could be due to a failing psu. So my first step in troubleshooting recently was when I rebuilt this system to be rack mounted like my server and put into my server rack. I figured I would buy another psu to test if it was the issue and if so I’d rma the old one. First two boots it booted correctly and then the 3rd boot I had the same issue again. 
 

I also have it running on a ups so in theory it should be clean power. 
 

I also know it could be something else causing the issue. I’m just looking for ways to narrow it down. 
 

Anyone have any tips, suggestions, ideas or things I can try. This has been a very frustrating problem.

Not an expert in PSU but I can confirm its a PSU issue. Maybe a faulty 24 pin MOBO power cable that's causing it or maybe its the actual system. What happens if you turn the PSU off from the back, hold your power button for about 20 seconds and then try booting it. Does it work? Does anything happen when you press the power button without doing anything?

Only changes I have made is I sold the 2060 for $235 AUD and bought a Powercolor Red Devil 6700 XT for $400 second hand (it was barely used, think I scored a deal on Ebay with that).

Which UPS? 
What happens when it "doesn't boot"? Anything? Or is it just stone dead?
Specs of the PC?
Clear CMOS?
Use HWMonitor and check reported voltages against the ATX spec range:

PSU one that’s exhibiting the issue is a Seasonic PRIME 1000 Platinum SSR-1000PD. Second PSU exhibiting the same behaviors is a SEASONIC VERTEX PX1200 80+P FM ATX3. The fact that both exhibit the same problem leads me to believe it’s not actually the PSU and maybe the MOBO. 
 

First UPS that I’ve been using for over 2 years was the Tripp Lite SMART1300LCDT 1300VA. Newer UPS I upgraded to in February is the CyberPower CP1500PFCLCD.

 

Nothing happens. I get no post code, nothing. It’s as if I didn’t press the button. But either unplugging or flipping the power switch until the lights go off. After that it will boot up without issue. 
 

I’ve got a 5900xt, 3080ti, mobo is a rog Viii hero, sabrent rocket 4 for storage and 64 GB Corsair VENGEANCE LPX DDR4 RAM (4x16GB) 3600MHz CL18 

 

Tried clearing CMOS many many times. Issue always comes back. 
 

I’ll have to check the voltages tomorrow.

It's possible that the mobo is erroneously throwing an over volt/current error
I'd def check on the BIOS and the reported voltages
