when I power on my new computer, the rgb lights go white (the default colour) for a few seconds, and then shut off.  the computer also stutters for the first few seconds of operation, after which the lights turn back on and the stuttering stops.

Well a booting system is doing a lot when you first load into windows so this is not uncommon.

Do you use any specific RGB software for your RGB lighting effects?

I kind of expected a 12700 to be enough to load windows just fine, and I use my mobos rgb software

There is a lot going on at the startup.  Even with my fast M.2 SSD and a 7700x it takes a second or two to become 100% responsive.

Reasoning for RGB might be that the software has to load the setting on startup.

so it's normal?

A little bit of hiccups on startup is quite normal but it shouldnt be more than a few seconds with a 12700 and a fast SSD.

It also depends on what type of programs you are loading on startup.

Its nothing I would be worried about.

yeah it works great after a few seconds

Completely normal then 🙂  Nothing to be concerned or worried about.

Check your TaskManager, look how many backround tasks / processes are running that is most likely being loaded on startup.

I got 116 backround processes running on a fresh boot up.
