Other details Helping a friend build but I've fallen out of touch with parts and preformance. 

 

Made a pc part picker list with him. But it might be over kill for what he wants. Planning to play games like cs2, black masa, payday 2, war thunder, warhammer 40k chaos gate, g-mod. 

 

Just need help seeing if it can play all of these, if I can get more value out of it by changing parts

The part list you have made is pretty overpriced and poorly configured. Something like this would be a much better system for cheaper, it's also all current hardware. You could even up it to a 4070Ti Super GPU and stay around the same price range your original list is.
