Having some serious problems with computer build

Hey guys Im having something of a saga with a PC Im building

The Specs:
Asus h81i -Plus Mini-ITX

i7 4770k

8gb Corsair Vengeance

Corsair CX600M

Cooled with an h100i

Housed in a Bitfenix Prodigy

The first time I built this PC it worked flawlessly I installed windows fine and it rand stable. Then it just stopped working, the Power LED on the MB lights when power is plugged in but the pc wont turn. I got a replacement motherboard and still the same thing and so I got a replacement CPU and when tried with the motherboard out of the case with no GPU, stock fan, no storage etc just power plugged in it turned on again. I thought great it was a dodgy CPU so I put it all back in the case and back on the h100i and now it wont boot again. Power LED shows still but it wont boot. Ive taken it out of the case and put it in the same state as I tested it sop stock cooler etc and again it wont boot.

Please tell me im missing something super obvious because im starting to go crazy.
(Before im asked I've triple checked that everything is plugged in correctly and I've tried all the other components separately and they work)
