What GPU to use with a i5 8400

So I bought a Dell Optiplex 3060 with a i5 8400. I need to add a GPU and I have 200$ budget, but I also want a ram upgrade. I was thinking of a GTX 1600 or rtx 3060. Maybe one from Radeon. I am new to this and extremly unsure what to buy.

Is it still in the optiplex case? And is it a mini tower or sff. If its sff, there's not a lot of cards out there. If it's a MT, you could get away with a dual fan card if it's not too large. Probably like a 1650 super. Other options would be board power cards like 6400 or a 3050 6gb but also, how were you planning on powering the gpus? But in any case, what games were you hoping to play?

Buying an old dHell Opticrap is definitely a bad idea for gaming, it's ok for office/browsing only, or as a NAS maybe...

Unless you swap case, PSU and board you'll be limited to cards just requiring PCie slot power of 75W, so nothing good nor even decent, and not even a lot cheaper duh 😞

There' not even a lesser evil :

Intel A380, at least it has 6GB VRAM  and work on 8 lanes, but is hamstrung without SAM/Rebar

the 6400 has only 4 lanes, on PCie3 it just s*cks a$$

The 1650 is old, slow, and has only 4GB VRAM

I'm assuming an 270-300 watt PSU, so maybe a used GTX 1650 or 1660/super or RX 6600 will do. Avoid the low end stuff like the RX 6400 and 6500 and RTX 3050, the 3050 would be fine if the price was not so high.

map games, Valorant, Minecraft, Souls Like. Maybe Hell Divers, I am not aiming to be able to play it, but if it works might as well play it. It is a MT.

I did some research and I am sold on the 1660. I found it for 200 new at local store, so a sale would do the trick. Otherwise Ebay or Ali Express. Should I just risk it and not buy a new psu or be save and buy a 450 watt or higher

I found a good deal on a rx 5700 xt(150$), but I would need a new psu. Should I go for it. Yes it is a MT.

That leaves you with 50 bucks and the PSU at that price is going to be a low end unit. I dont know if the PSU in your dell is proprietary and the reason why I pick the GPUs I did is because there extra power can come from the sata power cable without possibility drawing too much wattage.

The problem with a higher wattage gpu is that the pc will just crash under load with the regular psu. Had a optiplex 3020 that I put a 570 in and there were constant crashes once the gpu wanted more than 100w. Cause, technically, 200 bucks should get you a decent used 5700xt/1070ti/1080 or if looking at new stuff a 6600. You should look into case swapping or maybe just pulling the parts and putting them on a different mobo.

it's technically the best for your use case but no the best for the money. esp if you upgrade the psu.
