Laptop fan speed control

The original fan in my Studio 1737 laptop died, and the replacement I installed runs significantly faster at the same voltage, leading to the fan absolutely screaming when the processor is only at 50 degrees.

I have tried SpeedFan and FanControl, neither were able to find the fan (which is a 4-wire fan so should be PWM compatible). I suspect possibly the fan I bought doesn't actually include the PWM circuit that the original did.

Thus, are there any softwares (for Windows 10) that will be able to control a fan based on voltage, or is my only option to add a resistor on the 12v wire of the fan?

Specs:
Dell Studio 1737

Core 2 Duo E8135 2666mhz/42w

Windows 10 x64

Was literally about to suggest this. Gotta make it work somehow.
