Problem with lapton fans

I bought a second hand laptop, hp omen 15 rtx 2060 i5 8300H, and I noticed 1 fan speed has bettween 2000-4000 rpm and the other one 100-200 , I m also gonna mention that the laptop has small barely visible crack on the side where the fan is located, I also tried some benchmarks and the fan never goes above 100-110 rpm, it has higher rpm around 250 when I m doing nothing, what s the solution here?

Disassemble the laptop, check if anything is getting in the way of the fan, clean the fans and ducts.
If that doesn't help, replace the fan.
