PC component development?

I'm curious about how pc components are developed, so CPU's, GPU's etc. Do they just spend the whole year doing R&D and pump out the latest advancements with the next batch of for example CPU's? Is it pure marketing/business model where they have 2016's i7-XXXX already made? What factors come into play?
