PC Screen "waterfalling"?

The basics: Ryzen 5600X3D, RX 7600XT (video output device), Asus TUF motherboard (specifics unknown). 

The computer is running slower than a poorly maintained windows laptop from 2005 and the display is being so weird. The only way we can describe it is that it is like a waterfall reminiscent of CRT scan lines (on a LCD). The mouse also seems to be moving on its own. Video attached below.

Edit: It has mysteriously started working again. Not sure why.

reload the gpu drivers and get a better monitor that can do 144hz !!!

 

you have a 60hz screen connected to a 144hz graphics card.

 

or change the setting to match the monitor !!!

and clean the dust of the mouse laser !!!

and a multi color mouse pad works better !!!
