Irregular performance and consistent stutters in PCBS2

Using the mesh side panel with the noctua and LL120 intake on side and P12 as intake up top

 

while playing PCBS2 for around an hour I started seeing irregular performance. My VRAM was maxing out (but only in loading screens, though it was around 11gb in game) and while playing endless mode, my frames dropped to 40 all of a sudden and stayed there, it only went back up to 60 when I was in a monitor or in inventory, not to mention it was stuttering like crazy

I've got a PBO2 undervolt of -30 on the 5600 btw

#I regularly use around 10gb of vram in PCBS2 even when just starting it up when other games don't use anywhere near that much. 

Settings are high with 2x MSAA, DLSS on max quality, 1440p and V-Sync on at 60hz (only because without it the tearing is unbearable and my TV doesn't support G-Sync)

 

Things I've tried/seen

Can't be temps since neither CPU or GPU went above 65

RAM usage was around 12gb though it does spike in loading screens, that's normal though

BIOS is already updated to latest version, Version 3.44 beta, previous one had the same issues, was version 3.40

GPU and Chipset Drivers are all up to date

CPU usage isn't breaking 50% so no CPU bottleneck

Going down to 1080p doesn't help with stuttering or the consistently low fps (still at 40 and stuttering)

 

Anyone got any ideas? It seems to me that it isn't very optimized but what do you guys think?
