PC refusing to boot - need help with beeper codes

So the official Asus website was kinda not very helpful so I'm asking here instead

 

I put my pc into a new case and it is now refusing to boot. It turns on but i get no display and when I press the power button the PC turns off immediately. I assumed it was the ram originally because I let my brother put it in but I got new ram and that didnt fix the issue. I tried the new ram in both slots individually and this didnt fix the issue. so i got a beeper and these are the error codes i got 

 

 

with the gpu plugged in (pc fully built): 1 long beep, 3 short beeps, pause, 1 short beep. gpu removed, 1 long, 3 short beeps, and pc is bootlooping. gpu plugged in, and cpu fan unplugged, 1 long, 3 short followed by 1 long 4 short, break, 1 short

 

any help with this would be great, thanks!!!

What are the full system specs?

 

1 long, 3 short is usually GPU error, but if you don't have an iGPU removing the GPU isn't going to fix anything.

hi, i have a ryzen 3 4300G with 16gb ddr4 and a gtx 1050. thanks

i just reseated my cpu. all the pins are straight, there was a little thermal paste spilling over the edge of the cpu and it looked like there might be a little on the bottom of the cpu but I really hope that it isnt broken somehow
