reopen bios?

Control Panel>System&Security>Power Options>Choose what the power button does.

 

You should find the setting there.

If you hold Shift when you hit Restart, you should be able to reboot to access the UEFI/BIOS.

You boot the computer, then typically press F2 or sometimes also DEL before it starts booting into Windows (just start hammering the key as soon as you power on).

Assuming you don't have fast startup/boot enabled. Otherwise, it'll skip all that.

So you're getting the expected splash screen, where you have options to determine if you want to go into the setup menu, boot menu, etc, but you just can't do anything?

no, so what i did is i turned off my pc and then turned it back on and immediately started mashing the delete key and it just booted to windows same thing happed with f2 key.

Try holding Shift and hitting Restart. You should get options to reboot into the UEFI(which would give you the expected splash screen). And you disabled fast startup, correct?
