tech suppot PC having boot issues after power outage

My friend's pc started having issues with booting after it was shutdown unexpectedly several times due to power outage.

When I press the power button it keeps turning on and off on and off all the time, until it boots after 30 mins or so.

I tried to remove the ram and it always boots up when I do so.

I updated the bios, cleared the CMOS, nothing worked

I don't know if its a ram issue, PSU issue, motherboard issue...

The setup ( Asrock b250 pro4, i5 7400, 1060 3GB ASUS, 1 stick 16gb hyperx fury 2666, 1TB WD HDD 7200)
