So, I have a ryzen 5 1600 and a gt 1030. I want to upgrade the gpu to 3070 or 4070. I know it is going to be a bottleneck between a cpu and gpu but my question is what is the impact of a bottlenect other than holding the gpu performance because the cpu is too weak. Will it damage my system for example, or may make my cpu so hot because it have to handle a heafty gpu?

No, it won't damage anything.  You just won't get the performance out of the 4070 you should.

I'm in Indonesia and my budget is already set to buy an rtx 4070 first and then change cpu and motherboard if i have the budget for it. so its arround 8-10 million rupiah

Nothing. 

Corps aren't your friends. "Bottleneck calculators" are BS. Only suckers buy based on brand. It's your PC, do what makes you happy.  If your build meets your needs, you don't need anyone else to "rate" it for you. And talking about being part of a "master race" is cringe. Watch this space for further truths people need to hear.
