No, it's the stupid "this app isn't common so we're blocking it just in case" that happens with most open source/small projects where the dev doesn't invest into signing their apps. Can just skip it.

The message your getting is just microsoft principle of least privilege BS, don't do p2p and download it from there official website. If you really are paranoid/worried then use windows sandbox and see if anything happens. This is why I don't do torrenting...
