Net 4.8 timestamp nonsense

This stupid error is pissing me off and it wont go the fuck away so how the hell do i get net 4.8 to install? This happens with both the offline installer and the web installer

 

Thinkpad x230 laptop with an i5 3230m and windows 7 ultimate (will update to w10 ltsc later just need this thing working rn)

 

For safe exam browser cause of midterm tests

 

 

Checked the certificates and they arent valid anymore and havent been for 3 years but the only answer i get for that online is "ask the software dev" even though i downloaded both the offline and online installers straight from dotnet.microsoft.com
