Customizing Action Center & Windows Notifications

Hello everyone, I was wondering for the past year doing essentially Web Crawling on this, how defuq can you customize Action Center & Windows Notification?? I don't mean windows settings obviously please don't point at them. I want to change Notifications duration to less than 5 seconds (This is the dumbest thing in windows), change were notifications appear, change the box size, font size, specially in Action Center! The layout and design is a for tablet not Desktop. 

I need some application to intercept other applications notifications and replace them. I don't want to create new notifications, just change the current ones appearance. BurnedToast and similar does not help me.

Tnx in advance to anyone who can move the needle on this.
