GPU not running at 100% usage

i have a 3090 24g and a 11700k the gpu never get above 60%usage.

games are running at 100fps at 1920x1080.

iv changed the power plan in windows and the manage 3d settings in control pannel

It doesnt need to run at 100% to be doing all it can with what it has, what is your cpu usage at during this time?

that's more likely the combination of not realy overloading the GPU and cpu with 1080p resolution... and output beeing badly configured. did you turn vsync off?  what refresh rate is the monitor on? have you tried 4k resolution?

i dont have a 4k monitor. i have a 165hz monitor with vsync off. i use to have a 280hz monitor with gsync. and it was a issue then

im currently play gta 5 maxed settings 1080p at 40%usage 65fps

then it's other things that's limiting your GPU.... 

 

and seriously ... you bought a 3090 to play at 1080p?....  that's almost like buying a ferrari V12 engine to run a lawnmover.. 

 

try to get a 1440p or 4k monitor.. or atleast that should be next on your upgrade list 😄

i was stupid and it was for high refresh rate cs2

the cpu is runing at around 50%

if CPU is running at 50%.. it's not your problem.. what disks do you have installed?.. 

 

i ran my two 2080ti's on a 30 inch dell 3007 monitor at 2600x1600 60hz..forever.. getting a 32 inch 1440p at 240hz monitor made my cards reach it's limits.. 😄

 

then again i run 2 samsung 960 pro nvme's in raid0 to keep up with any demand..  

 

when specking a system please include the monitor in the consideration.. 

both 3090 and 4090 are 4k beasts..

That's why.

 

The generational gaps between 11th, 12th, 13th were substantial, in comparison to something like the 7800x3D even more. 11700k won't maximize an RTX 3090 at 1080p unless you're running ultra ray tracing or such on some newer games.

Just don't. Maxed out AA and higher resolution scaling will tank your fps(although you can do higher resolution scaling instead of more AA). Also don't worry about not getting 100% gpu utilization in GTA 5.

Severe CPU bottleneck on that resolution.

You have three options; platform upgrade, monitor upgrade or simply accepting you have a bottleneck and cope with it.
