No bottleneck calculators are reliable, 7800X3D is the best gaming oriented CPU in the market, feel free to pair it with literally anything

All bottleneck calculators are bad. Don't use them ever.

As for if a Ryzen 7 7800X3D and RTX 4070 are a good pairing, what are you planning to do with them?

Please try to be clear and specific, you'll get a better answer. Common build advice:

1) Buy the cheapest (well reviewed) motherboard that has the features you need. Paying more typically only gets you features you won’t use. 2) only get as much RAM as you need, getting more won’t (typically) make your PC faster. 3) While I recommend getting an NVMe drive, you don’t need to splurge for an expensive drive with DRam cache, DRamless drives are fine for gamers. 4) paying for looks is fine, just don’t break the bank. 5) Tower coolers are usually good enough, unless you go top tier Intel or plan on OCing. 6) OCing is a dead meme, you probably shouldn’t bother. 7) "Bottlenecks" rarely matter and "Future-proofing" is a myth. 8) AIOs don't noticeably improve performance past 240mm and don't improve at all past 360mm. 9) RTFM.

He/Him - I'm a PhD student working in the fields of reinforcement learning and traffic control. PCs are one of my hobbies and I've built many PCs and performed upgrades on a few laptops (for myself, friends and family). I'm planning on mostly doing 1080p gaming and 1440p video editing.

I might recommend a RX7800XT instead of the 4070...

 

In most cases it would be a little cheaper, get 10% more performance in traditional rendering and give you more Vram (ensuring the card is relevant for longer). However you'd be giving up a good chunk (20%) of raytracing performance, and you'd have to settle for FSR which is not quite as good as DLSS. Also, you might want to check benchmarks for video editing programs if you do alot of that.

@Fluuwu That AMD GPU also has FSR3 and AFMF in future (technically AFMF is already here but i havent had much luck with it so far) and when pairing with a 7800X3D you have Smart Access Memory instead of Resizeable Bar
