pc is performing woefully

i have an rtx 3060ti i710700f 16gb of ram ddr4 3200mhz i have fully update drivers and windows is optimized for gaming as much as i can. I've tried everything yet my friend, with the same in game settings< matter of fact he has one setting on epic i have on low (fortnite), with a gtx 970 and some old amd processor with 8gb of ram is getting almost 100 more fps. im getting 130 hes getting 200-240. please help me man im close to giving up. and also task manager shows 100% usage cpu my gpu is constantly 30% whereas nzxt cam only shows 20%cpu usage in game and msi afterburner shows 55% average in game. i really have no idea whats going on ive also tried everything to get my gpu usage up, yet nothing works.

Check your temperatures, you could be thermal throttling

Check your BIOS settings.  Make sure your RAM is running at 3200.  Also agree with above to check your temps.

The 10700F has a low ball 65W TDP power limit. Download ThrottleStop 9.6 and post screenshots of the FIVR and TPL windows so I can see your settings.

Most CPUs do not have locked power limits so you can use ThrottleStop to significantly increase the power limits and improve performance. 

 

Turn on the ThrottleStop Log File option before playing a game. Play for at least 15 minutes and attach a log file when you are done.

 

The Task Manager reports and graphs CPU utilization. This data is not the same as CPU usage.

"optimized for gaming" usually means it'll run like dogshit. 

have you tried running everything at default?  might have to reinstall windows to do this, you don't have one of these "gaming windows" versions from youtube installed, do you?
