How and Why is the GPU usage showing more than what my 4GB VRAM GPU has to offer?   , this screenshot is from Last of Us 1.

Its telling you what the expected vram usage is to be

 

Also a gpu can use some ram as a cache but drops serious performance

As in single digit framerate level of drop in performance

VRAM can overflow into normal RAM, which prevents your system from crashing.

You can check task manager to see how much "overflow" the GPU can get (in my case, the GPU can use up to 7,9 GB of system RAM additionally to its 4GB of dedicated VRAM):
