HDMI before and after boot

Hi, I just finished my first pc build (hurray!!). The motherboard is a Gigabyte z790 UD AC, the graphics card is a zotac 4070 super, and the cpu is a 14700K. I don't know if this is standard, it sure doesn't seem standard, but if I boot with no hdmi plugged in, it stays on the VGA LED during POST, but if it was plugged in during boot it's totally fine. If I plug it in while it's stuck on the LED if I recall correctly it doesn't help at all.

Is this weird or am I the supernoob?
